Immigration Service boss quits after visa scandal

The National Party says the resignation of besieged Immigration Service head Mary-Anne Thompson is not the end of the affair and many questions remain unanswered.
Her boss Labour Department chief executive Christopher Blake announced today that Dr Thompson's last day had been yesterday, she would not work notice and would receive her legal entitlements under her contract.
Dr Thompson has been at the centre of a controversy over preferential treatment given to residence applications from her relatives in Kiribati.
"In the interests of the department and the wider public service, Ms Thompson has decided to resign from her position," Mr Blake said.
In an internal email, Mr Blake told staff he hoped the resignation would bring an end to the matter but warned them not to talk to the media.
"While this decision brings a degree of closure to these matters, I expect public scrutiny will continue around this and wider organisational issues," he said.
"I will be making no further public comment about the resignation, and I remind you to refrain from making any comment or speculation on this matter to persons outside the department, especially to journalists."
National's immigration spokesman Lockwood Smith said Mr Blake was mistaken if he thought the resignation brought any closure.
"Labour has still not answered any key questions in relation to those allegations, and the subsequent departmental cover up," Dr Smith said.
Dr Thompson helped family members from Kiribati complete New Zealand residence forms and an inquiry discovered that immigration officials were instructed by managers to override policy when dealing with them.
The State Services Commission is currently investigating how the applications were approved and how the case was handled.
A previous investigation, by former justice secretary David Oughton, resulted in Dr Thompson being counselled.
Three family members were granted residency despite the application being too late and the quota for Kiribati being filled.
A staff member was reprimanded for approving the application without the correct authority, but Dr Thompson was found not to have been involved.
Dr Smith said immigration ministers - past and present - should say when they found our about the issue.
He said the current minister Clayton Cosgrove had dismissed the issue as an operational matter.
"The reality is the first inquiry implicated other managers, and revealed a culture where staff have come under pressure to approve immigrations applications that fall outside the rules," Dr Smith said.
Unless ministers answered questions about the issues, confidence in the service would still be compromised.
Mr Cosgrove's spokeswoman told NZPA it was an operational employment matter and he would not be commenting.
Dr Thompson had been a high flier in the public service holding senior positions in Treasury and the Department of Prime Minister and Cabinet.
Former Immigration Minister Aussie Malcolm told Radio Live that the issue was not with officers in the service, but senior staff.
"The Immigration Service is the people that produced officers who said `no, we don't want to do this, it's wrong'."
"The Immigration Service is the organisation which has been seething with discontent over this problem. They know it's not right, and they don't like it."
It was not corruption in the legal sense.
"This is the old Biblical corruption where power corrupts and absolute power corrupts absolutely, it's not corruption in the sense that money changed hands...it's simply inappropriate action by a boss.

ITs not so much the people's fault I think. The fault lies with Mai Malaulau the head of the PAcific Division that was hand picked by Thomspson's mate Mr. Kerupi. These people should both be sacked. They want to suck up to Mary-Anne so they just approved the application after the quota was closed - so unprofessional. These tow positions were never advertised. Thompson hand picked Kerupi and Kerupi hand picked Mai Malaulau. Both Kerupi and Mai have no management experience or immigration experience. But I do agree with what everyone is saying. If you employ clowns like Kerupi and Mai Malaulau, you get people who dance at their every move. Look at the head of NZ immigration office in Samoa who have just returned here - A mr. Ati Ilaoa, now c'mon!! He was communicatins in MPIA, never managed any staff and was again hand picked by Kerupi to head the immigration office in Samoa!! He was thrown in the deep end! C'mon guys, they should be sacked. There are so many other Pacific people working in the Immigration that should have been picked like those from tonga, fiji etc to head the immigration office in Samoa, but nononononono!!! Kerupi knows better than the whole country of NZ and may be of the PM and the labour!! So, guys, these are the people that should be sacked now.
This is again a question of Friedrich-Finer debate: whether responsible conduct of public officials should be based on sound work rules and effective morale, or their courses of action should be determined by elected officials. So far, I believe, there is no yet a reconciliation between the two. However, some contested ideas should be designing accountability frameworks that serve best the interest of the public, rather than individuals. Again, but how? It is hard to be in such a situation where the duty of public services is to serve the higher authorities to the best of their ability and professionalism, as well as to use effective morale to gain efficiency in democratic societies. Are these the flaws of democracy?
It is quite hard to solve problems of conflicts of interest unless individuals buy in the duty of care. As public servants have been tested everyday with regard to their personal and professional ethics, they should be specially careful about how effective morale should be used in such a dangerous situation. But it is even harder to control when individual officials determine their courses of action in a responsive sense of public service. In this situation, individual courses of action of public officials should be accountable to higher authorities, rather than using their own morale. See it might wrong!

This story angers me immensely. I am a South African trying desperately to get into New Zealand and yet am being met with bureaucratic wall after bureaucratic wall. It is a real slap in the face to those of us who are pursuing our migration honestly and without the aid of familial ties.
This is yet another example of just how corrupt this Government is, yet another scandal from the public service and the Minister just fobs it off as being an "operational" matter!! what utter rubbish
Another parasite bloated on the blood of a dying dog flicked of our backs to likely land on the carcase of another of Frau Helen's playgrounds where she will most likely suck the life out of that as well. Bit harsh, oh well thats just how I feel and who can blame us for being so cynical I have yet to see any indication that things are going to change until the powers that be get what they deserve because until that happens we are in for more of the same daily crap dished up by those who purport to have our best interests at heart, pass the ky cause thats the only real choice we get.
That type of behaviour is really common in government management and I don't think it has any specific foundation in either Labour or National. I used to do some contracting work for a NZ government agency and you'd be shocked how management played outside the rules there. Friends of a senior manager did IT project audits (without running proper tenders), another friend suddenly became program manager - without proper application process etc.
A few government agencies seem to be some sort of driven partly by a closed circle of poeple pushing each other jobs, contracts and ridiculous amounts of money for those. It's really "networking" (yeah, right) and greedyness of people in those positions. Also lack of external governance and transparency.
@Ben (#5) - I don't know about her salary, but the CEO of a similar sized and structured organisation (non ministry, but associated agency to a ministry) earns about in the high 200,000's per year.

Oh how time and power corrupt! It is well known that the culture of an organisation is directed and orchestrated by the prime leader and thence flows down. It is time for a change.

Hamish, I and my family had the same problem many years ago when i tried to get back into NZ afer living in another country for a few years (which is where I met my husband). Even though my parents lived and worked there (in NZ) and I went through school there (I was born in the UK) I was told that we would have to apply like any new immigrant. The funny thing is we were accepted with open arms into Australia and now live very happily here. We could always go to NZ now if we wanted, as we are Ozzie citizens now, but I wouldnt, just on principle. I have no more family ties to NZ now as both parents are sadly deceased. But it would have been so nice to have been able to live in NZ and look after them daily in their old age instead of having to travel to and fro' every few weeks to keep an eye on them.
