Work on a new road and rail bridge at Sturges Rd in Henderson could be under way by the end of the year.
Councillor Derek Battersby says construction is expected to be completed by November 2010.
"There will obviously be some disruption to traffic and we acknowledge it will be an inconvenience for many motorists, but the work has to be done," Mr Battersby says.
A temporary bridge will be put in place while the job is done.
Ontrack will provide $2 million for the project and the council will pay the remaining $8.5m.
The bridge was built around 1940 and can only carry 70 per cent of its original load-bearing capacity because of cracking. Heavy trucks are no longer permitted to use it.
