Telecom has commissioned an independent review of its XT network after a second outage in as many months left thousands of customers unable to use their cellphones today.

Customers south of Taupo had problems making and receiving phone calls, sending text messages and using broadband services after the 11am outage.

Telecom had hoped to have services restored by 1pm, but most customers had to wait until 4.30pm to be able to use their phones, with some South Island users waiting even longer.

Telecom chief executive Paul Reynolds tonight said the company was already working on improving the capacity and design of the network, which launched in May, and today commissioned an independent review.

Dr Reynolds said he was angry at the recent outages and apologised to customers.

He said he was "determined to be up front and open" with customers on the network's issues.

"XT is built as a world-class network but clearly it should not have had these problems."

The review would help ensure the network's performance and customers' experiences.

Telecommunications Users Association of New Zealand chief executive Ernie Newman told Radio New Zealand customers accepted a new network would have teething problems, but would have concerns over XT's reliability.

"The length of the recent outages is beyond what users can reasonably expect to put up with," Mr Newman said.

"Compensation is all very well but it's not the answer. . . [our members] want some reassurance from Telecom that they know what is going wrong, that they've taken some steps to fix this so that it can't recur, and some information and detail as to why users can have confidence in the XT network."

In mid-December the network crashed, affecting around 90,000 users from Taupo south.

Telecom said the fault in December was caused by a fault in Christchurch which occurred during routine maintenance.

I have very important people to text because of the holidays and i can-not do that because of the XT network which sucks. Luckily i still have my other telecom phone that runs on the 2000texts . But this is really anoying most of the peolpe around my area. There not impressed

I'm in Dunedin and there is still no service over 24hours after the outage. It must be in and out, because i got txt's sent yesterday during the night, but around 5.30 this morning it was still not working. At one stage around 10am this morning I was able to send a couple of txt's, but then it stopped working again. I've taken the battery out dozens of times. It makes things very difficult when my partner works out of town for 14 hours a day and its the only way to keep in contact with him regularly. And as for the "compensation", that's all well and good for people on call plans, and who make phone calls from their phones regularly, but what about the people who mainly txt? I don't recall getting any compensation last time, and I doubt I will this time. And if every gets the same rate of compensation whether they were "inconvenienced" for 4 hours or 24 hours, it just hardly seems fair.

i Live in invercargill and Still do not have my XT phone working 24 hours after the "incident" I am sick of telecom as this is not the frist problem i have had with this phone network 3 faulty sim cards and now 2 times i can't call or recive anything GET IT SORTED TELECOM

XT seems to be a bit of a joke. All are worried about and commenting about Wednesday outage. Fair enough too. How many couldn't recieve or send texts or phone calls Saturday. I had trouble and telecom told me it was because of the unexpected demand at the Raggamufin (spelling ???) concert in Rotorua. This demand stuffed upthe whole network. I gather many others did as well but no public comment from Telecom. I sent in a complaint(Sunday). Was told I would get a comment within 24 hours. Got a pathetic reply saying "sorry" 3 days later. Another joke. My point is that we all pay for a service that we are not receiving and the PR machine starts up and tries to make us feel sorry for them. We have cellphones to make calls when we want to. That's why we pay more. TELECOM if you can't provide a top rate service don't charge so much, or get your shit together. I want you to do the latter.

Yes, I too am another rather highly ticked off Telecom XT Customer. For all the hype the new network has received I am highly disappointed. I am frequently missing text messages or they arrive several hours after they were sent. It really isnt that great receiving text message in the middle of the night when Im trying to sleep!! Also what about the messages I receive often 2 -3 times the same message is sent or received. I hope these double or triple up messages are not being deducted from my totals. As far as the service coverage of the new network - Honestly I got better serviceo n my old phone - I live in a built up area not out in the wap waps & I still have trouble conecting to the network on a NORMAL day.Telecom, you really need to front up to your customers & apologise & offer a bit more than a weekend of free calls. Come on Telecom, show us we do actually matter to you!!

Umm.. is anyone else in Timaru still having issues? I havent been able to send or recieve text messages or calls all day and now it's almost 11pm.. It's not the end of the world I know but it's just a little bit annoying thats all.

what the hell will an independent commission review do? Perhaps a phone call to Vodafone asking how they get it right all the time will be much more sensible.

Telecom, you are by far the most unreliable telecommunications network on the planet. Your mobile network outages, your data cap stuff ups and (still somewhat) monopoly of broadband is all just pathetic.

I hope people learn from this and migrate to Vodafone or 2Degrees (A promotion to pull Telecom customers now would be perfect timing!).
