European Union have states failed to agree  on new rules to regulate managers of hedge funds, private equity and other alternative funds, an EU diplomat said.

Ambassadors from the bloc's 27 member states met to finalise a deal for the bloc's finance ministers to endorse next week.

"They did not reach agreement. There are still some issues that need to be resolved. It may be down to the finance ministers to decide on Tuesday," the diplomat said.

Britain has been trying to wrest concessions, fearing the rules will make it harder to offer non-EU funds to European investors, a view also taken by US Treasury Secretary Tim Geithner.

The European Parliament has joint say on the new rules.
