OPINION: In all the debate regarding the Basin Reserve bottleneck, I've never heard consideration of the second tunnel that already exists.

If only south- and east-bound traffic used the Mt Victoria Tunnel, and north- and west- bound traffic the current Hataitai Bus Tunnel, would this not solve a multitude of problems?

Ruahine St and Moxham Ave would become one way south and north routes respectively, and Elizabeth St would carry west- bound traffic. City traffic would cross Kent Tce and turn right on to Cambridge Tce, and motorway traffic would turn left to round the Basin and on to the foothills access route. At the very worst, a flyover from Elizabeth St to Cambridge Tce would leave the Basin Reserve unscarred.
