More than 12,000 parents of violent or misbehaving children will be sent back to school in an effort to crack down on bad behaviour.
The Government will announce today that parents will be sent on courses lasting between 12 and 20 weeks that include homework assignments on how to play with children, and teaching parenting skills such as rewarding good behaviour, setting boundaries and discipline.
More than 5000 teachers from low-decile schools will also have training in handling children who lash out or misbehave in the classroom.
Officials hope the $45 million Education Ministry-led project will help to save billions of dollars by preventing an unchecked slide into unemployment, mental health problems, substance abuse, crime and prison.
Education Minister Anne Tolley will reveal the plan for primary and secondary schools this morning when she addresses the Post Primary Teachers' Association's annual conference in Wellington.
Teachers' unions have been lobbying for changes since they made a series of recommendations after a special behaviour summit in April. The scheme will start from term one next year.
The two-day summit involved experts from education, police and community groups to try to stem violence and bullying in schools.
Initial research involving about 200 parents in a pilot scheme suggests the course – known as the Incredible Years programme – vastly improved the behaviour of up to 75 per cent of the children whose parents took part.
Mrs Tolley said the programme would make schools safer for pupils and teachers. "Children's behaviour on the whole is pretty good, but we also know that there are a group children that are becoming more and more difficult and some schools are really finding it beyond them to manage," she said.
"We know the earlier we can identify and get in and put support around some of these children and their parents, the better results we get.
"This is a programme of prevention. There is no magic wand for student behaviour. It's important to get things right."
The plan to curb school misbehaviour is revealed as figures show a growing number of attacks on teachers and pupils. Ministry figures issued last month show expulsions as a result of physical assaults on other pupils rose from 9.4 per cent of all expulsions in 2000 to 25.3 per cent last year. Expulsions for assaults on staff rose from 3.1 per cent of the total in 2000 to 6.5 per cent last year.
Officials are still finalising the details for the programme, including criteria for selecting parents and details on the teacher training.
But more than $45m will be pulled from other Government programmes to fund the initiative. "We have a whole range of little pots of money, so we are just looking at how we can combine all those," Mrs Tolley said.
Wainuiomata High School principal Rob Mill said the parenting course and teacher training were sound ideas.
"But it's important the parenting course is targeted at the right group – under five-year-olds. The earlier help can be found the better [the] chance of it being successful."
Porirua College deputy principal Ana Rees said many families wanted help to deal with problem children.
"We don't want to start demonising students, but it's about recognising that there is a group of families crying out for help."
As a teacher, she had seen pupils threaten to beat up colleagues, school yard fights and verbal abuse.
"We could face anything on a daily basis. There is a huge range of what is potentially out there for teachers to be aware of."
BEHAVING BADLY
* Education Ministry figures show that last year 15,930 pupils were stood down a total of 20,279 times. This was lower than in 2007 but equal to or higher than in five of the previous eight years.
* Expulsions as a result of physical assaults on other pupils rose from 9.4 per cent of all expulsions in 2000 to 25.3 per cent last year.
* Expulsions for assaults on staff have increased from 3.1 per cent of the total in 2000 to 6.5 per cent last year.
* Police figures show that an average of 32 pupils were arrested a week at schools and universities during the 2007-08 year. Two-thirds of these were for violence.
* Ministry studies suggest up to 20 per cent of children at some time display serious behavioural problems, including fighting, substance abuse and vandalism. About 37,500, schoolchildren demonstrate the most severe forms of destructive and challenging behaviour.

'Bad Kids' not a good headline, in theory there are no 'bad kids born' they are a product of our society, changes in home boundaries and no boundaries within their place of education. Over the years we have seen more and more of our young ones hit the wall, really they are only becoming what they are told, by those who should know better 'adults'. Over the last 40 years, with rights of the parents being taken out of control, and the nanny government that has risen, has been a great part of the demise of our young ones who don't feel safe within themselves.
Lives are being shaped ‘right now’, your effort and input determines who and where you are wishing to be, molding you into the person you dream to be. This is the beginning of a life-long journey. Regardless of all wrong choices, mistakes or unfair fate – it is never too late. Our declaration is to those whose lives are so oppressed, we can’t even begin to understand their pain. Shaping our youth today is a huge responsibility, if this critical growth fails in this time frame, our society fails. Urgency in all youth services is a growing concern, becoming increasingly evident that there are ever widening cracks within many systems, with many rugs to cover, i.e.: Education, Health, Social Services, Parenting, Violence, Alcohol, Drugs, Justice (youth and family) and the increasing suicide rate. Children, youth and their families are the targets in not unlike, Race, the many Learning Difficulties (Dyslexia being only 1 of 15) (this also impedes on personal judgments) negative attitudes of adults that are growing daily, leaving our young ones emotionally detached, under privileged, psychically and psychologically bankrupt. We are only touching the surface of our troubled Nation, we are quick enough to let your young ones know how they should be, responsible, respectful and accountable then is it not up to us the adults in the Nation to show the way. Shaping our youth toady is a huge responsibility. If we fail in this critical growth in our youth, all areas of our society fails.
Exceptional people have exceptional understanding and knowledge, but it is recognizing within others – that is their truth and it belongs to them. Continue to care and respect the differences of our exceptional young ones that are in a whirl pool today, let us together guide them all for a successful tomorrow and beyond. National collaboration with debate and assistance with ongoing skilled resources are necessary to further our overall knowledge so that we may learn to help as a Nation – gather together and share all the various skills that we know are there. More knowledge, more understanding will help create a greater positive Attitude for all now and the future… History is there to learn from – We should never stand alone. We have a belief in self responsibility and accountability, this is the most important lesson for life with Attitude.
This has been happening for too long now - action is needed within communities.
