Welcome to Stuff.co.nz and The Dominion Post's live-blog updates from day two of the 2013 Wellington Sevens tournament from Westpac Stadium.

It's finals day in the capital, can New Zealand improve on their sluggish day one efforts and make it three straight tournament victories in Wellington?

First, they'll have to get by Australia in their Cup quarterfinal at 3.17pm. England and Scotland open the quarterfinal action at 2.33pm, followed by Samoa vs Argentina at 2.55pm and Kenya vs South Africa at 3.39pm.

Meanwhile, Spain, Portugal, Tonga, Canada, USA, Fiji, France and Wales will battle it out in the Bowl quarterfinals, starting at 1pm.

The lower drink-driving limits from December are:

Great - too much carnage on our roads.

Overkill - targets moderate drinkers, not the heavies

Still too little - make it zero tolerance.

Sensible - punishment is in line with lesser breaches of limit.
