The inability to pressurise the cabin posed both a safety and comfort issue, a Jetstar spokesman said.
Crew realised the cabin was not gaining pressure soon after take off on the 7.35am Wellington to Auckland flight, while the plane was still at a low altitude.
It was turned around and landed at Wellington before 8am.
A failure to gain pressure was less dramatic than a loss of cabin pressure, which would have resulted in oxygen masks being dropped from the cabin ceiling.
The incident took one of Jetstar's nine New Zealand planes out of service while it got repaired.
Passengers were being put on other flights today.
