National appears to be on the brink of securing enough support for changes to the emissions trading scheme.

The Government has given notice that Parliament will go into urgency on Tuesday to debate the amendments – a sign that it believes it has the votes to get the climate change bill passed.

Its proposed changes include delaying agriculture's entry into the scheme, giving big emitters more time to adjust to the scheme, and providing more taxpayer subsidies for longer.

The bill hinges on the support of the Maori Party, with Labour, ACT and the Greens refusing to back it.

The Maori Party wants 10 issues dealt with before supporting it, including a home-insulation fund, a Treaty clause and settlement of a Ngai Tahu claim.
