Justin Bieber reportedly rode on his Segway with a joint in his mouth.

Police were called to the 19-year-old superstar's Los Angeles home in response to concerns about his reckless driving Sunday night. Bieber was seen racing his Ferrari at "breakneck speeds" in his gated community at around 8pm.

TMZ reports the teen heartthrob was also a terror on his Segway over the weekend. Apparently Bieber and his friend rode the two-wheel self-balancing vehicle while smoking a joint in front of neighbourhood children.

A number of sources told the website they have flooded authorities with complaints about extremely loud parties thrown at Bieber's mansion that were in full blast at 3am.

His supposed reckless driving almost caused injury to a resident as Justin was speeding out of his driveway on Sunday.

Apparently the community is fed up with the teenager's raucous behaviour.

The homeowner's board is teaming together with police to get things under control. Vehicles belonging to Bieber's party guests parked overnight along the street will now be towed.

Association rules forbid businesses from being run in homes and it is said board members are convinced Bieber is in violation of this edict.

According to the website the star's neighbours "are especially irked that security guards sleep in the garage".

Earlier this year a man claimed he was assaulted by Bieber after he complained about the singer's erratic driving.

The neighbour told Sheriff's deputies Bieber was driving "unbelievably recklessly" in his Ferrari.

It has been alleged he reached speeds of 160kmh, with multiple residents apparently concerned for the safety of their children and pets.
