LATEST: A foul-smelling mystery substance has washed up on Foxton Beach.
The green gunk was seen all along the waterline along the beach today, stretching north along the beach from the river mouth, but neither Horizons Regional Council or Horowhenua District Council had heard anything about it.
However, on seeing images of the substance, a Horizons Regional Council spokeswoman said they believed it was sea scum, which was common at this time of year.
Save our River Trust member Michael Feyen said the phenomenon had been happening for years, and he believed it was discharge from the river, including human waste.
"It's crap, there's no two ways about it."
Mr Feyen, who is also a candidate for Horowhenua District Council, was off down to the beach to make a video of the sludge for his You Tube channel.
