Feilding looks to grow west
Feilding's planners are setting their sights for expansion towards the west, proposing zoning changes to grow the town.
The first areas to be looked at under the Manawatu District Council's Feilding Urban Growth Framework Plan falls on the far side of Feilding where residential housing spans one side and rural farmland the other.
The town has five areas added to it, according to the plan - Ranfurly Rd to Awahuri Rd, Ranfurly Rd to Halcombe Rd, Halcombe Rd to Lethbridge Rd, Pharazyn St to Reid Line West and Kawakawa Rd - and for each area specific urban planning principles are set out.
Three of five areas are coming into focus this week as the council looks to recommend the rezoning of land to achieve growth goals. The move would put plans from the framework into motion, moving the council one step closer towards its overarching goal of growing Feilding by 13 per cent in the next 20 years.
The first three precincts set to go through a zoning changing, which should be publicly notified this month, are precincts 1, 2 and 3, or Awahuri Rd, Ranfurly Rd and Mt Taylor, respectively.
They sit west of Feilding's Awahuri and West streets and are home to rolling countryside with steep slopes, flat flood plains and a terraced terrain.
The framework shows the flat areas at the top of three precincts' terraces is pegged for housing development, with long-term predictions showing about 10 dwellings being built per hectare.
Beyond this the framework promises well-connected street systems and proposed parks, reserves and green spaces.
Council principal planner Wendy Thompson said the plan had been years in the making and set a solid platform for Feilding's urban growth.
It took into account the projected growth of the district and determined the most suitable areas for development, she said.
There is still further work to be done on precincts 4 and 5, and a separate plan change should be set out later in the year.
Precinct 1 – Awahuri Rd Bounded by Awahuri Rd and Mangaone West Stream to the south, Ranfurly Rd to the north, residential neighbourhoods to the east and farmland to the west.
Precinct 2 – Ranfurly Rd Bordered by Ranfurly Rd to the south, residential neighbourhoods to the east, Halcombe Rd to the north and Ranfurly Rd to the west.
Precinct 3 – Mt Taylor Bounded by Halcombe Rd to the south, farmland to the west, Lethbridge Rd to the north and residential neighbourhoods to the east.
Precinct 4 – Pharazyn St Located north of North St, bordered by Makino Rd to the north, Reids Line West to the east, Arnott and Port streets to the south and residential neighbourhoods to the west.
Precinct 5 – Manfeild To the south of Feilding where Manfeild and the industrial zone are located. Makino Stream and Ororua River bound the site to the northwest and southeast respectively.
