The Kaikoura District Council has received a backlash over its draft long-term plan, especially at its rural meetings.
Only five people turned up to the town meeting, but issues arising from three rural meetings include the cost of projects such as the museum/library building and the aquatic centre, and a rates rise put down to roading commitments.
The council has pledged $8 million towards the aquatic centre ($400,000 a year) and many residents in rural areas strongly oppose it.
Submissions on the long-term plan closed yesterday.
