The vineyard worker was arrested at 12.20am and is to appear in the Blenheim District Court on February 4.
Police were called to two incidents involving alcohol on Wednesday and early Thursday morning.
A 54-year-old man was found passed out in Oliver Park at 4.15pm. Police took the man home to sober up, Mr Holdaway said.
Later that night, police were called to assist a noise control officer in Farmar St.
Noise control had been called to the house about 1am after excessively loud music continued to be played.
The noise control officer had been unable to wake the person living at the house and called police to gain entry. Police arrived and found the person passed out. No charges were laid in either case.
