Five Mongrel Mob gang members have failed to produce a permit proving they were entitled to take two sacks of undersized paua from Hakahaka Bay in Port Underwood last week.
A Ministry for Primary Industries spokesman said the men were given 24 hours to show their permit but failed to.
Fisheries compliance officers were now carrying out interviews with the divers.
An anonymous call to a poaching hotline (0800 476 224) alerted officers to the divers, who said they had caught the 103 paua, 91 of them undersized, for a funeral at a marae. The daily legal limit is 10 per person for paua bigger than 12.5 centimetres.
