Former police commissioner Howard Broad is to oversee a review of Child, Youth and Family's complaints process.
Social Development Minister Paula Bennett said the review would look at whether there needed to be an independent complaints process for Child, Youth and Family (CYF).
She said Broad was appointed as the independent reviewer.
"I am confident Mr Broad will bring all of his skill and experience to bear when undertaking this independent review and I look forward to his findings."
The review will not re-examine decisions made by the Ministry of Social Development or CYF's complaints process.
It will look at the current arrangements for members of the public making a complaint about CYF and consider options for an independent body.
The review is finish by the end of next year.
