WELCOME TO NEW ZEALAND: A German TV documentary shows Christchurch as a place where "motorised youth" are "out of control".

Christchurch's image problem has gone international, with a German television programme depicting the city as beset by hordes of boy racers.

Tourism operators say the perception is inevitable, with hotel guests complaining about the racket from hoons for years.

The programme, Dokumentation, was shown on ZDF a German state-owned television channel on Thursday and is still available on the internet.

The idyllic countryside of the South Island is contrasted with images of boy racers in Moorhouse Ave hanging out of moving cars, yelling, drinking and skiting about their vehicles.

The narrator introduces Christchurch as a place where "motorised youth" are "out of control" and says the young drivers are veterans of playing cat and mouse with the police.

In another scene, a giggling girl racer shows her police radio scanner to the camera. Boy racers talk about their tens of thousands of dollars in fines that they say they will never pay.

Police are shown pulling over the youths, and one officer tells the interviewers that fines accomplish nothing.

"They're like sheep they come in waves, they leave, they come back," he says.

Bealey Ave moteliers said they had been at the "coal face" of the boy-racer problem and had warned of a backlash for years.

"It's not a surprise. This is exactly what they have been warned about," said one motel owner, who declined to be named for fear of retribution from boy racers.

"We've still got guests leaving because of the noise guests who feel intimidated walking back from town, children lying in bed frightened at the noise."

Belmont Motor Inn owner Shaughn O'Connor said Germany was a major market that Christchurch could not afford to alienate.

Christchurch and Canterbury Tourism chief executive Christine Prince said the item was "obviously annoying" but was "essentially a misrepresentation". She said the German market was known for "sophisticated travellers" who researched a variety of sources before visiting a country.

A single item on a television programme would probably not influence many travellers, she said.

Foreign film crews normally made contact with the tourism body before shooting in Christchurch, but the German group had not, she said.

Christchurch mother Raewyn Whitehead, whose car was shown in the programme being towed away, said the documentary was shot in mid-November.

She remembered the date because it was her son and his girlfriend who were driving when her car was seized by police.

Canterbury Employers' Chamber of Commerce chief executive Peter Townsend said Christchurch's boy-racer problem was "very visible".

"It's unfortunate that with everything else going on in Christchurch they have decided to focus on that," Townsend said.

Boy racers took up most of the documentary's Christchurch segment, with the remainder covering Glenn Martin, the Christchurch inventor of the Martin Jetpack.

As a German who lived in Ch'Ch for a year, I must say that the boy racers definitely were annoying. I lived on Latimer Sq and every night I heard them roaring past...and so many locals I spoke to were annoyed to a point where they were thinking of damaging the cars whenever they saw one in a parking lot.

Being back in Germany, it still puzzles me why noone takes action. I mean, it' not hard, is it? Enact a law that sets a noise-limit and enforce that law. That's the way it is done over here and it works. I live in central Hamburg where it is much more crowded than on Latimer Sq but no cars are interrupting my sleep at night.

As former Motel owners in Bealey Avenue and sold our business last Feb 2008 as our lives were destroyed by Boyracers in Christcurch central and we lost thousands & thousands of dollars doing so. We could not handle one more guest coming to our reception to tell us they got no SLEEP. We have moved to Australia and have been here for the past 9 months and are starting to get our lives back together. We are a family of 6 and 5 of us are tax payers but of course for the right country now AUSTRALIA where they have a harder attitude towards boy racers. And now get a nights sleep which we did not get for over 3 years living in Christchurch Central. We must say that we are very sad for our close friends in Christchurch that we have left behind nowing that they are still fighting this issue and have lost MONEY, SLEEP & GUEST !!!!!!!!!!!!!!!! We went to every meeting in Christchurch to fight the boy racers and every meeting was the same NOTHING DONE JUST WORDS NO ACTION. IT IS TIME SOMETHING WAS DONE !!!!!!! STOP THE CHILDREN WITH NOISEY FAST CARS CONTROLING SUCH A BEAUTIFUL CITY!!!!! BRING BACK SAFETY TO THE KIWIS AND ALL OUR FRIENDS THAT TRAVEL TO OUR COUNTRY FROM ALL OVER THE WORLD!!!!!!. We will always love New Zealand but it is to late for us we will never come back, Australia is our home.

Goverment loans is a bad idea, how is a forced loan from tax payers money to pay off unpaid fines going to fix the problem, we already have a large Government account deficit, this is rediculous!!

IRD should instead be given the power to take the money all parties not paying Ministry of Justine fines directly from employee wages. If the person is a bum or on a benefit then community service should be enforced. This would avoid all the stupid court costs incurred at present surrounding recovering unpaid fines.

I am on that programme, all of you older generation bagging boy racers is getting old. Most of these "boy racers" have a good job therefore they have a nice car etc, the only reason the go to jail is for driving offences. The government could do something eg: A piece of land to park at with a burnout pad etc. It definately makes it alot easier for the police to make their quota by driving around picking on young people. Obviously there is a few out there that can easily make it look bad, but in general chch has nothing to do and what better way to have fun driving around in a nice car meeting new people while having a cheap night, definately cheaper than going into town i think.

All this talk of providing a place for these morons to lay rubber.....what the hell is Ruapuna Raceway for??? If you can afford to cough up for fancy mag wheels and a rock concert sized sound system then you can afford to pay the fees to burn rubber at Ruapuna.

It's a shame, as Christchurch is generally a great place to live *BUT* the Central City area has really degraded over the past few years. By day it's a mostly bemused tourists trekking the ever-diminishing selection of shops while a few dodgy locals hang around outside. On weekend nights the place turns into a war zone as the bored young people trek in from the suburbs to get wasted and start trouble with each other or the police.

Boy racers and their passengers claiming to be victimized by police is a bit rich when a lot of them deliberately get their kicks from winding people up. If you're actually trying to go somewhere, it's just not worth the shortcut through the Central City on a weekend night for the hassle of idiots trying to race you at every set of lights, their tipsy, muffin-top girlfriends yelling random abuse, or having bottles chucked at your car by people on the street.

As an ex ChCh family living in the USA, we have come to see Christchurch in a new light. The daily NZ newspaper makes for bleak reading. Not a day goes by without reading of robberies, murders thefts and of course the boy racer problems. Many of the youth are completely directionless when it comes to their lives, and they are concerned only with themselves and not other members of the community. I bet these racers aren't doing burnouts or roaring up and down in their own streets.

Over here if you break the law, they will take your car and slap you in jail to cover the fines. Believe me it makes for a good deterrent.

Canterbury Tourism is now blaming the German TV crew and say that one documentary wont tarnish the image of the so called Garden City?? This is stupid and shocking.

Guys take a walk throuh CHC in the evening - weekend preferably - and tell me what you see. Look in the allyways, underground carparks, footpaths etc. I am sure you will change the name to the City of Drunkards. (I have never seen this sort of thing anywhere in the world not even in developing countries)!
