Police northern communications Inspector Kerry Watson said there were two people involved in the incident.
Emergency services were called to 164 Findlay Rd, Maramarua at about 12.40pm and remain at the scene.
Watson would not reveal any identifying features of the deceased person until next of kin are informed.
The address is listed as the base for Soppets Transport Ltd but, when called, they would not comment on the incident.
Watson said two people were on the tractor when it rolled.
