The AMI building on Lambton Quay in Wellington has been evacuated.
Wellington senior station officer Mike Dombroski said there was a strong smell of burning coming from between the 9th to the 14th floors of AMI Tower.
An occupant had described the smell as chemical, so a Hazmat team had been called.
This had now been ruled out, the team had been stood down and electricians and firefighters were investigating, he said.
Four trucks were at the scene, and buses were being diverted around Lambton Quay.
Lambton Quay was re-opened shortly before 12.30pm.
