The Canterbury Earthquake Recovery Authority has halved the staff it employs from other organisations in the past year, but still gets nearly a fifth of its workforce elsewhere.

Figures show Cera has spent nearly $3 million employing 152 staff on secondment since last November; 33 are still on its books.

Twenty-six of those are paid by Cera and seven by their "home" employer.

A Cera spokeswoman said which agency picked up the cost of the secondment was one of the terms and conditions agreed between the authority, the home employer and the employee.

Cera has 142 fixed-term employees, 26 of whom were originally seconded to the authority.

Agencies providing staff include the Christchurch City Council, NZ Transport Agency and engineering firm Aurecon.

Secondments peaked last November when 64 staff were provided by other organisations.

They stayed close to that number until the middle of this year when they started to fall.

Cera was established last April.

At that time it comprised almost entirely of staff from other organisations, but did not have the human resources systems to record employment data for its first eight months.

Most secondments came in Cera's operations (33) and community wellbeing (20) departments.

The Central Christchurch Development Unit, which is in charge of the central city blueprint, now has the most secondments paid for by the authority.

Cera has a five-year life under the Canterbury Earthquake Recovery Act.
