Motorists have about an 80 percent chance of avoiding a speeding ticket if they race past a pole-mounted speed-camera box, since most boxes don't contain a camera.

Police own only 12 fixed speed cameras, which they had to rotate through 56 boxes scattered across the country, The New Zealand Herald reported today.

Fixed cameras were stationed at a particular site for a few days or weeks before being moved, National road policing manager Paula Rose said.

Police also had 43 mobile cameras - recently upgraded to digital - which were operated from police vehicles.
