The Parole Board has barred the killer of south Otago schoolgirl Kylie Smith from seeking his freedom for three years.

Paul Bailey was jailed for life in February 1992 for raping and murdering the 15-year-old Owaka girl in 1991.

He was denied parole at hearings in 2003, in 2007 and in June this year.

Now the Parole Board has used the Parole Act to postpone his next hearing until 2013.

It said Bailey had declined to attend a sex offenders programme, had done nothing to reduce his risk of reoffending, and remained a high risk.

Kylie Smith's father, Bevan Smith, told Radio New Zealand the family was delighted with the best decision it could have hoped for.

In 2005 Bailey admitted raping a 12-year-old girl in 1989 and 1990 and was given a concurrent three-year jail term.
