Police are poring over a section of Otaki Beach where a man's body was found this morning.
A man out walking about 7.30am came across the body at the southern end of the beach.
The man said he was picking up plastic on the beach when he noticed what he thought was a coloured towel.
When he got closer he realised it was the dead man's trousers. He then discovered a body, face down.
''It was quite a shock.''
The body remains at the southern end of the beach as forensic specialists examine the scene.
"We are treating the death as unexplained at this stage and we intend to remove the man's body from the beach by the end of the day and formally identify him," said Central District Criminal Investigations Manager, Detective Inspector Chris Bensemann.
"Once this is done and we have informed his next of kin, a post-mortem will take place."
A car parked, at an odd angle, nearby is also being investigated.
Another Otaki beach resident said people often slept in their cars in the area where the car was found.
