Cellphones and the internet now mean bullied school pupils often get "no respite", the children's commissioner says.
"While parents may have been on the receiving end of a small group of bullies in their days at school, their children are potentially exposed to hundreds or thousands of bullies via mobile phone and internet technology," commissioner Cindy Kiro writes in a report to be made public today.
The report into school safety, headed by Office of the Children's Commissioner adviser Janis Carroll-Lind, follows calls for a national inquiry by parents of bullying victims at Hutt Valley High School.
In December 2007, nine boys at the school were dragged to the ground and violated by a pack of six classmates.
The report, to be unveiled at a school violence summit in Wellington today, criticises some schools for not even having a policy to deal with bullying and violence.
It cites cases of severe violence in schools being ignored by teachers and of pupils who were too afraid to go to school.
In one case, a student took a knife to school to protect himself after another threatened to stab him. Some schools either have no systems in place to deal with bullying, or the systems are not robust enough to cope when things go wrong, the report finds.
"There is evidence to suggest that in schools where things went wrong, it went horribly wrong."
Dr Kiro said it was "disappointing" to find that while many pupils were either bullied or knew of others being bullied, most felt there was no point speaking out.
Children who witnessed bullying needed to feel safe to speak out and not condone it, she said. "There's an awful lot bystanders can do."
It was also important for parents to understand new forms of bullying, which were potentially dangerous because they could attract a large audience. "In terms of cyberspace, the potential audience is enormous and you can never take it back."
The report notes that besides negative text messages, mobile phones can be used to gather a large number of pupils in a short time "for example, to the 'top field' to witness a fight".
"Furthermore, mobile phones can film the fight so victims can potentially be re-victimised over and over when the video footage is circulated among a wide network of 'spectators'."
It recommends policies restricting mobile phone use at school. It also says many teachers do not use or understand "interactive online technologies" such as chatrooms and email used by their pupils. They need training to understand and address the issues relating to cyber-bullying.
The report also notes there have been instances where serious assaults occurred in schools, warranting police intervention, but police were not notified.
Children as young as five participated in the research. The youngest children reported being called names or being excluded from activities, though some had also been physically bullied with objects like sticks.
Pupils interviewed for the report suggested ways to tackle bullying, including cameras in schools, more teachers on duty, playground supervision, student advocates and red cards for bullies.

There is a video just released called Autism at School which shows case studies of how schools in New Zealand are dealing with behaviour problems related to ASD, and also the blame-free bullying approach being used in one school, Cromwell College, which involves the bullies themselves in dealing with the situation. Clearly there are some innovative methods being used by schools to deal with the problem, perhaps these should be more widely recognized or promoted.
Bullying is something that is upto all of us to deal with.Parents who have kids who bully others also need to be held accountable.Whats the % of bullying today than what there was 20yrs ago.Has the laws made it such that we as parents can't control our kids because we can no longer discipline like you could back 20yrs ago.Now days kids say if you try to discipline them i will call the cops if you smack me???? Now days kids have us over a barrell because parents either don't care what there little darlings do or can't stop them because the tools are taken away us to do so.Kids today just don't care because they can get away with it.Suspend them from school all that says is yay a holiday.Yes there can be an underlining reason for bullying others, wether that is a cry for help who knows.Hell these days teachers are scared of some of these kids.Where are the tools to deal with them.Really there isn't that many.Prosecute kids treat them as an adult make it loud and clear it is not acceptable to bully.Give parents tools that work not the soft approach which doesn't.And make parents who don't do anything to stop there child being a bully Prosecute them. About time the government of New Zealand gave money to deal with this situation because it will only get worse.Funding be damned just give the money for our children's futures.Spend the money now so in the future it doesn't cost us even more.Prisons apparentely cost a lot of money.
I read thousands of comments on thousands of blogs and articles everyday on the subject of bullying. It affects millions and can as some of you that have posted 'stay' with you throughout your adult life. Everybody without question agrees 'something' needs to be done. Bullying in schools is simple in some respects and amazingly complex at a different level. In the simplest form - it's pretty hard to control other people's behaviour. Some kids are wired differently - simply don't care and lack empathy. What % of the population ends up in trouble with the law, either in prisons or elsewhere? The police are as helpless as schools in some respects. Deterrents don't always work with all people. Those of us wired correctly know right from wrong almost instinctively - or it was well taught to us by caring parents. But it's not just that simple - some bullies come from wonderful homes and their parents are just as confused as teachers etc about their behaviour. Schools do need more power - bag searches aren't allowed to monitor mobile phones, confiscations can only be until the end of the day, some parents can't be contacted at all. So schools are fairly powerless in some ways. Not to say they shouldn't do anything. Many schools do the best they can and their methods are effective to a point - but it's the same kids who constantly bully - they lack social skills and seem to lack understanding of what they are doing. Because they're fairly thick skinned - they expect everyone to be.
Victims need to be supported more. That's what I'll be concentrating on.
FINALLY!
for all those little S***s that tormented me from Postgate, Tirangi and Porirua Primary schools (yes i moved school three times because of bullying) then at Titahi Bay Intermediate and Mana College! Revenge is sweet and what goes around comes around!
There was one time when i broke a guys nose for being nasty to me. he was the biggest most popular boy in school and he was being so nasty, so i turned around in self defence when he put his hands on me and punched him on the nose - did he or any of his friends ever taunt me again? i think not.
i was one of those kids who was shy and quiet, sat at the front of the class, did all my work, minded my own buisness and was generally a good student - i got beaten up from kids and forced to do their homework. on a daily basis - and now look you mongrels, hard work and ignoring you finally pays off. i have a brilliant good paying job and where are most of you?
BRING BACK CORPERAL PUNISHMENT AND PUNISH THE LITTLE TARDS WHO MAKE GOOD HARDWORKING KIDS LIFE HELL AT SCHOOL!
if teachers find students using cellphones at school - dont effing "confiscate" them - break them in half or smash them on the ground because give or take they are being horrible or discusting or discussing drugs with students from other parts of the school and other schools(mainly colleges) they will say "oh but its my mum" why on earth would their parents be texting their children in class or at school!?!?!?!?!?! ring the school office and leave a note!
FFS people! make schools safer for those who want to learn and have a good future!
If all schools have CCTV cameras, not only will school bullies be brought to justice, but the schools themselves will be free from theft and may be fire as well.
David - when you say "This is simply evolution. Weed out the weak." do you mean that bullying just needs to be tolerated? Surely the "weeding out" needs to be weeding out the bullies! It is not always safe for individuals to stand up to them. But together we can let them know that it is not ok to behave in this way, and that if they persist they will need to be dealt with in a legal but appropriate manner. It is amazing that some think individual targets of bullies need to do this by themselves. Remember, that all it takes for great evil to occur is for good people to do nothing.
#12, so what you are saying, is the bully-ees must be weak minded for bullying to happen to them, or are you saying bully-ers are weak minded for not being able to grow up and leave others alone? I'm taking you mean the first of those two, and I must strongly disagree. We shouldn't be trying to weed out anyone.
I was bullied from primary, all the way through to when I finally dropped out of secondary. I wasn't weak minded at all, in fact, I have no real clue why I was always picked on, perhaps the way I look, or my glasses, or because I wasn't a complete retard like the bullies were, or what ever, I don't really care anymore. In a way being bullied for all those years has helped me, I now don't take crap from anyone, and will stand up for others I see being picked on.
And to my childhood and teenage bullies, I haven't forgotten how I was treated all those years ago, and I will never forgive any of you if I were to see you all today. You were all horrible people, and kharma has a way of catching up with you all.
At Dragonwars.....I was bullied at Primary school and at the age of 10 when your getting constantly tormented its pretty hard to stand up to a class of evil little brats and impossible not to let it get you down. I'm glad there wasn't the technology there is today at least once i left school for the day i could be a normal child till i went back to school the next day. My parents had talked to my teacher and even though she saw what was happening she didn't do a thing about it.
