Thousands of students have been caught up in industrial action at polytechnics, with lecturers deciding to withhold their marks.
The move, which the Tertiary Education Union has warned could go on for weeks, could delay qualifications.
About 950 union members at six polytechnics nationwide, including Whitireia Polytechnic in Porirua and Wellington, have been in contract negotiations for about eight months.
Union spokeswoman Irena Brorens said members had worked hard with employers to resolve the negotiations, but the polytechnics continued to insist on cuts to working conditions.
"Withholding assessment marks is a legitimate and legal industrial action, although one that we strongly regret needing to use."
Whitireia Independent Students' Association president Loretta Ryder branded the move as "stupid".
Rick Ede, spokesman for the six polytechnics, was waiting for legal advice before deciding his next move.
The union is unhappy with plans to increase teaching days for academic staff from 185 a year to 204. It also wants a 4 per cent pay rise.
