Police Minister Anne Tolley is back from Britain with fresh determination to get a sex offenders register under way.

Tolley was looking at how Britain manages its high-risk criminals and wants to implement a monitoring regime accessible  to government agencies – but not the public.

''I think it’s the right thing to do,’’ she told TV3’s The Nation this week. Tolley hopes to take a proposal to Cabinet by the middle of next year.
