A report of a man carrying an axe, asking directions to the Nelson City Council, had council staff on edge yesterday and its offices were locked.
Council chief executive Clare Hadley confirmed the doors to the customer service area of the council office were locked for about 20 minutes.
A Nelson police spokeswoman said the man approached a person in the Collingwood St-Selwyn St area asking directions to the council.
However, it turned out the man did not have an axe to grind with the council.
Police found that the man was friendly and did not pose a threat.
