A German motorway was closed after the wind blew NZ$53,000 out of a motorist's convertible during a test drive.
The cash - 23,000 euros in 500, 200, and 100 bills - fluttered across the motorway in the midst of speeding traffic after an envelope containing the money blew out of a passenger seat pocket of the convertible, near the city of Hanover.
The man, 23, contacted police immediately, who then blocked the motorway in both directions for nearly half an hour.
Eight police officers assisted the man in retrieving his notes and were able to recover 20,000 euros.
"The remaining 3,000 euros have not been found," a police spokeswoman said, but warned treasure hunters of searching for any bills and keeping them, saying that was illegal.

If you read the story he was taking a car on a test drive so the money was proberly for him to buy a car with.
maybe to buy the car after he test drove it...
Most plausible reason for having so much money with him would be what was written in the article, that's that the car was out on a test drive, so likely the person was a 'cash buyer' and was taking the car for a spin before deciding if they'd buy it or not.
(P.S. Hope he managed to get them to drop the price by 3,000 Euros. LOL)

He was test driving a car.. the obvious conclusion as to why he had the cash is that he was considering buying the car he was test driving. Use your brain Jesse
