Mrs Chen can't imagine abandoning one of her two best friends - her scruffy terrier mutt and a white fluffy Pekingese mix with buggy eyes.

But that's what the government in a southern Chinese city wants the middle-aged housewife to do when a one-dog policy takes effect in Guangzhou.

Beginning July 1, each household can raise only one pooch. The regulation won't be grandfathered in, so families with two or more dogs will apparently have to decide which one gets to stay.

"It's a cruel regulation. These dogs are like family. How can you keep one and get rid of the others?" said Chen, who declined to give her full name because she feared the police would track her down and seize the dogs.

The regulation appears to be part of an effort to control stray dogs in Guangzhou, once known as Canton.

OMG!, This is beyond a joke, of one Dog policy?, c'mon!, for those that look after their Dogs, no I don't agree,"The regulation appears to be part of an effort to control stray dogs" those are the owners that need looking at, not the responsible owners.

I wish they would bring it in here in Australia; too many people have several dogs and leave them tied up all day to bark and annoy neighbours

If each family could have two dogs, there will be more than 8 Millions dogs in Guangzhou, a city two times larger than Auckland. Can you imagine?

Regulations regarding dogs in China are bizarre. It is fairly obvious that there are officials high up in government that don't like them.

A couple of weeks ago I witnessed a confiscation at a police station. A lovely, healthy looking dog taken off their devastated looking owners simply because the dog was too big for Beijing's dog regulations (it was labrador size). The official reason given for these regulations is rabies, but aren't small dogs more likely to bite? Not sure what would have happened to the dog, put down would be most likely, I just hope humanely but I wouldn't bet on it.

It's not just dogs though, cruelty to animals is common here.

In the last week China has been slaugthering dogs due to rabies. "Chinese city Hanzhong clubs 37500 dogs to death" Slaughtering animals at times of epidemic outbreaks is not rare in China. A county in the southwestern province of Yunnan in 2006 decided to kill 50000 dogs ...

It is the policy of most cities to only have one dog and in the cities they have to be under 35cm in height. They are just adopting the policies of other cities. Its quite sad but it happens.

With the way some treat their dogs here,those who have more dogs than they can afford to feed and treat in a humane fashion, maybe the Chinese are just a few years ahead [again] of what is required from some of our councils!

Don't knock what the Chinese do, because if you check your facts they implement systems which Western governments end up following.

How we howled with laughter when China immediately started the quarantine of those suspected of H1N1 flu. Oh we shouted typical of the Chinese....Yep! and now what is the rest of the world doing!

It won't be long folks when NZ starts looking closely at the increasing problems of families who own 3 or 4 dogs and who fail to care for them...want to take a bet?
