Cromwell police are investigating complaints made by Mount Pisa residents about a suspicious man visiting rural addresses and asking for petrol.
Sergeant Simon Paget, of Cromwell, said the man was white, about 1.87 metres (6ft 2in) tall of solid build with sandy coloured hair and thought to be about 25 years old.
He was driving a red Hyundai Elantra with the registration ADR824 and went to several houses on Monday asking for petrol and seemed to be "taking advantage of our local farmers' generosity", Mr Paget said.
Anyone with information about the man was urged to contact police.
