Introducing a second referee to top level rugby is a possible solution to offside play that is strangling the All Blacks' counter-attack, according to assistant coach Wayne Smith.

Successful returns from deep have been sadly missing from New Zealand's tests this year, with their attack generally spluttering over the past seven weeks.

Concerned by offside players well beyond the referee's visual range when opponents kick deep, Smith agreed a second whistler could make the game a better attacking spectacle.

"I think it would. They (International Rugby Board) have been bold in looking at ELVs (Experimental Law Variations) and I think as things progress and modernise I am sure something like that will be trialled somewhere."

A twin-referee system has been introduced to the National Rugby League this year and widely regarded as a success.

Smith smiled when asked if he had any input to the IRB feeder groups who help shape the game's laws.

"I don't anymore. I have enough on my plate trying to get us scoring tries."

Smith's frustration stems from the inability of an experienced back three – fullback Mils Muliaina and wingers Sitiveni Sivivatu and Joe Rokocoko – to conjure something spectacular from deep.

They inevitably find a defensive line in their face and are often forced to reply with a kick of their own, effectively nullifying one of New Zealand's strengths.

Smith said referees are ignoring the law which states players in front of the kicker must remain behind a perceived 10m line right across the field from the kick receiver until put onside. There used to be an imaginary 10m circle around the receiver but that had been changed by lawmakers to encourage more counter-attack.

"I think the ideal behind the law changes is to have a more flowing game and a counterattacking game. . . but I don't think we have seen that yet because I don't think that law has been applied very well," Smith said.

The former All Black also said quick throws from deep are becoming rare as offside players roar forward to cut them off as soon a kick looks like going out.

Smith didn't want to appear to be bleating about referees in the wake of last weekend's 28-19 loss to the Springboks in Bloemfontein.

Irish whistler Alain Rolland belted them 12-7 in the penalty count and Smith said lessons have been learned before they come under the eye of Welshman Nigel Owens in the Tri-Nations rematch here on Sunday morning (NZ time).

"There is always a wee bit of interpretation but the laws are black and white. You have got the choice as to whether you infringe or not and we infringed, sometimes stupidly, on the weekend. We have got to put that right, it is nothing to do with the referee."

hey lets introduce another ref so the all blacks can start winning again. well done wayne smith...i thought it was the coaches and players job to make the all blacks win. Next he'll be asking if the all blacks can play with 16 players so that his backline can outnumber the oppositions. Nice one wayne! Rather than asking for handouts, why don't you just try fronting up.

I'm not sure about 2 ref's in union - on the whole it has worked in league this year although I guess there has been some teething issues with but it has made a much faster game. It's got to be better than going to the video ref's all the time.

As for JD - isn't it time he gave up bagging Donald - what does this article even have to do with Donald???? Considering the amount of time you spend on stuff bagging him, i am starting to think you are a dole bludger with nothing better to do.

Give these senile northern hemisphere refs the boot and stick with ones that play our game down here and put a memo out for the AR's to inform more on off-side but keep their noses out of everything else.

If you didn't talk so much BS about most things JD then your rare moments of sense would probably get a better response.

Why not just rename the game Rugby League. Do away with lineouts, that would suit the All Blacks, to have scrums rather than their pathetic Lineout. It would be like NRL, more corrupt officials.

The refs are worse than a joke!! They are ignoring the offside rule with the kick and chase(pick any game u want and keep you eye on the chasers when the ball goes up), they are killing the ruck, they want to kill the cleanout -- in general, they appear to be under the impression that people turn up at these games to watch them pontificate!! And that old rugby adage about how people don't mind a ref who's bad as long as the ref is consistently bad makes no sense anymore -- if a ref is consistently bad then he's incompetent and should be demoted to fourth grade club rugby until he sorts himself out!! Of course, asking Paddy O'Brien to sort this problem out is an exercise in futility!!

When are the '2nd' and '3rd' refs already on the field going to do a DECENT job and start calling offsides AND forward passes. Pardon my wrath, but I am fed up watching refs/linesman that blow the pea out off the whistle on some things and miss the bleedin' obvious !!!!

Don't the touchies need to be in position to see where the ball goes out from a kick? I don't know if it's possible for them to be in position also to watch the offsides. I don't see the harm in trialing a 2nd ref on the park.

Watch American Football to see how a truly professional game is refereed. With 22 players on the field there are 5 onfield referees. Each has a role, one of them is in charge.

A typical rugby test has more refereeing controversy than an entire NFL season.

Phil showing his math skill. Well done Phil. So we are up to round 21, the comments from Smith and Campese were posted on the 8th of June and yet somehow you think that makes it the 3rd round. Hmmm, im thinking maybe more like round 13? Sorry Phil, NCEA let you down BIG time.
