Chch leadership: Millions have been 'wasted'

OPINION: Christchurch is oversupplied with organisations.
After the quakes the elected council should have had its responsibilities reviewed, adjusted and ring-fenced (parks/essential services cycleways and trains to the close by communities) and CERA should have been grafted into ECan.
Christchurch and its immediate environs should have been gazetted as a special economic zone, and a senior/retired civil and structural engineer installed to run that shop.
People working for the CERA/ECan structure needed to be real people not policy specialists. The policy is simple, what was needed was strategies to deal with the very obvious rebuild stuff and the longer term planning issues.
I shudder to think how many millions have been wasted.
