Finance Minister Bill English has unveiled a the 2014 Budget, returning the books to black and making a pitch to middle New Zealand with family-friendly spending.

English announced a $372m surplus and moves included the extension of paid parental to 18 weeks, from April 2016, an increase in the paid parental tax credit to $220 a week, reduced ACC levies and $858m of new money for education.
