A man was arrested this week for serious historical sexual and physical assaults and kidnapping which allegedly occurred all over Taranaki.

Allan Neil Rosewarne, 48, appeared in the New Plymouth District Court yesterday where he was refused bail.

Rosewarne is charged with 10 counts including sexually violating a woman, kidnapping, assaulting a seven-year-old girl, three of causing grievous bodily harm with intent  and other assaults.

The alleged offences are dated from 1998 to 2007.

Police said they strongly opposed Rosewarne being released on bail.

Defence lawyer Turitea Bolstad argued that the charges were historical and that  Rosewarne could be bailed to stay with family in New Plymouth.

Judge Max Courtney declined bail, remanding Rosewarne in custody for a bail hearing on Wednesday.

The lower drink-driving limits from December are:

Great - too much carnage on our roads.

Overkill - targets moderate drinkers, not the heavies

Still too little - make it zero tolerance.

Sensible - punishment is in line with lesser breaches of limit.
