FIRM HAND: National Party leader John Key yesterday announced a crackdown on wayward youth and their parents, proposing modern-day boot camps, run by the army, for troubled teens and educational courses for their parents, as part of a get-tough approach to youth crime.

John Key has announced National would invest up to $1.5 billion as part of a "fibre to the homes" fast broadband network.

The National leader said the investments would help deliver an economic "step change" that New Zealand needed to lift average incomes.

He said independent experts estimated the benefits would be worth between $2.7 billion and $4.4 billion per year.

He said the investment would be made alongside additional private sector investments and would be subject to five principles.

The network would need to be open access; would not see already planned investment cut back; would ensure increased broadband services; and would not end up lining the pockets of incumbent industry players.
