Most of the biggest telecommunications companies deliver the worst broadband services, according to a report commissioned by the Commerce Commission.
Broadband services from Telecom, Vodafone and Slingshot all scored average or below average in the March quarter.
But those of their much smaller competitors, including MaxNet, Snap and Compas, consistently out-performed the industry average.
TelstraClear's cable and DSL services were rated best in Auckland, Wellington and Christchurch, but were beaten by Orcon in Hamilton and Dunedin.
The first quarterly Broadband Index measures the performance of 13 Internet service providers in the five biggest centres on eight key criteria, including time to connect, e-mail round trip times, download times and packet loss levels.
TelstraClear Cable scored 22 per cent to 41 per cent above the market average for speed, connection time and browsing.
Its DSL service was strong in the three biggest centres where it had its own network, but also had the lowest scores in Hamilton and Dunedin, where it resold Telecom services.
Telecom had the industry's worst scores in Auckland, Wellington and Christchurch, and was slightly above average in Hamilton and Dunedin.
The report's authors, consultancy firms Epitiro and IDC, said large Internet service providers had experienced the greatest increases in customers, leading to network congestion, which had contributed to their poor scores.
Consumers were still to see the benefits of structural changes in the industry, including a requirement that Telecom give rivals greater access to its network, and the introduction of new technology, which should speed up services.
Telecom spokesman Nick Brown said it was spending $1.4 billion on broadband infrastructure during the next few years, which would improve services.
Hamilton had the best broadband overall, followed by Auckland and Dunedin on similar scores. Wellington just beat Christchurch into fourth place.
The report found New Zealand's broadband lagged behind Britain's more developed and competitive market.

Yet more Telecom bashing: I live just 5 minutes drive, yes that's 5 MINS DRIVE from the Whangarei CBD, and I cannot get broadband. This despite the neighbours who live just down the road, about 400m FURTHER AWAY from town as us, and they have broadband. Telecom say that they will do some upgrades soon, been waiting 2 years, still no progress . . . Also, after a lot of emails and phone calls back and forth, Telecom cannot explain why someone on the same street as me, further away from the exchange, can get broadband and I can't. Seems to me that they do not even understand their own network. Granted, Whangarei is a bit of a 'one-horse' town, but still . . .

To add to the telecom bashing.... I live 12km from the CBD at the end of the northwestern motorway in Auckland, 1.5km from a major shopping centre... and still cannot get broadband.... I have been told by telecom that we are 600m to far away from the exchange and they will up grade shortly.... this has been going on for 3 years now.....
People further out in the country can get it, but we cant??? from what I have been told Telecom make more money out of having us on dail up..... so they don't plan on spending a small amount of money to upgrade the exchange so we can connect to Broadband
Why do we (as a country) accept poor service from our largest businesses???? they are looking out for there profits and not for the consumer... I for one am sick of them and will be looking for other companys to spend my $$$$ with...!!!!!!
What a lot of people do not realise is nearly all ISPs run on the Telecom backend network and are affected by that. So while people bag their ISP it, really, is not the fault of the ISP but the backend network owned by Telecom.
It is no surprise to me that Telstra is on top with its own network and its cable service. If you can get Telstra Cable do, I have had it for two years and would hate to not have it now.
Not surprised at the survey result for Slingshot. We are in Christchurch inner city and have supposedly 'fullspeed' up and 128K down with Slingshot. Even whilst still well inside the monthly bandwidth allowance, the speed often drops below that of the slower braodband plan my son has. At times it responds slower than what I have previously experienced on dial-up. Sometimes it is so frustrating waiting for a page to load on Trademe or Stuff, that I just give up and do something else. I dread to ring them up for any reason regarding the service or technical issues as my experience so far has been between 25 min to an hour to get to actually speak to someone. I am really looking forward to the day, if it ever arrives, when New Zealand has genuine broadband at reasonable prices.
Surprised at the broadband survey given that Telstra tell me they wait for Telecom to allocate them ports. How did Telstra fare in the Richmond,Nelson area? I had excellent broadband with paradise through Telstra in Queenstown. When I arrived in Richmond I was told I could not have broadband because I had to wait for the exchange to be extended presumably by Telecom. Meantime I am designate a "port waiter" and am on dialup. No-one can tell me where I am on the list or how long I will have to wait. I do not consider that efficient or satisfactory service from Telstra.

hate telecom even tho i get broadband in whenuapai 70 to 80 kps upload and 2300 kps download good enough to game online with most of the time...mostly yet there are people 2 doors away that cannot get it at all!! the rest of the world laughs out loud at this countrys infrasture....
