Double murderer Scott Watson is hoping to be released from prison to speak at his mother's funeral.

The man convicted of the 1998 murders of Ben Smart and Olivia Hope has already been released several times on compassionate grounds to visit his sick mother before she died, the New Zealand Herald reports.

Bev Watson's health had declined rapidly over the past few weeks.

She died on Friday after a series of strokes, and was also battling leukaemia. Her funeral will be held in Christchurch on Wednesday.

Watson's father, Chris Watson, told the paper he was hopeful the Corrections Department would let their son speak at the funeral.

Corrections policy is not to speak on the whereabouts of prisoners, however some are let out on compassionate leave from time to time.

According to the department's website, temporary leave may be granted to prisoners to visit family or close friends who are seriously ill.

Prisoners can also be allowed special dispensation to attend the funeral or tangi of a close friend or relative, and leave can be granted for the birth of a prisoner's child as well as special visits.

Both Watson's parents have always maintained he is innocent.
