Troubles at the Christchurch City Council have come as no surprise to former Environment Canterbury (ECan) chairman Sir Kerry Burke.

In a letter to the editor in yesterday's Press, Burke takes issue with Local Government Minister Nick Smith over his sacking of the ECan council two years ago.

Burke also told The Press yesterday he had little sympathy for Christchurch Mayor Bob Parker over the city council's problems.

He said there was "rich irony" in Parker's pleas that the Government leave the city council in place, given Parker was a driving force behind the "mayoral attack" that led to the loss of the regional council.

"His default position of secrecy and backroom deals, such as breaking the `no surprises' agreement he signed up to with ECan, is catching up with him."

Burke has taken umbrage with Smith's comments in The Press this week that the regional council was sacked because it was in a worse state than the city council is now.

Smith said the main issue for the Government with ECan was a 20-year delay in putting in place a regional water plan.

Burke said the plan was almost complete when government-appointed commissioners were introduced.

"Smith's repeated assertions do not make them true. Even his appointed ECan commissioner, [Peter] Skelton, has rebutted them, saying in mid-2011 that the `widespread misunderstanding' that there wasn't a water plan was incorrect," he said.

"The Government's dilemma is clear: having fabricated the case for the dismissal of elected ECan members to remove democratic management of Canterbury's water, it's now difficult to remove democracy at our city council."

time for a new council election. definitely time to get rid of the useless ceo.. the city is still recovering from a disaster and needs a council that is working together for the people and the redevelopment of the city. the city needs to be united and able to sell itself to the developers who have the final decision as to where they will invest their insurance payouts...

I am impressed. A Knight of the realm who actually knows about and does care about the state of our crumbling local democracy and has the courage to tell it how it is.

If we the people allow our city to be ruled any longer by Sideshow Bob and Crony Tony, we do not deserve to live in a democracy...we need to stand up and be counted...I shall be taking the day off on Wednesday 1 Feb to give my support for our democracy...we desperately need hope and faith in our council and that cannot exist while these two men remain in the council.

Fresh autumn elections...mayoral or better still the whole council.

Yes indeed. Parker was all for a commissioner at ECAN. My God the man thinks we are fools without any memory capacity. Sad that Parker didn't resign yesterday. The march must go on on Wednesday. I am overseas but will have someone there with a placard from me.

Totally agree with Sir Kerry. If it's good enough for Bob to put a commissioner in place for ECan then it's more than acceptable for commissioners to be put in place to sort out the CCC nonsense. There is so much infighting within the council at present and it's all centered around personalities. It's schoolyard antics at a time when the people of Christchurch need competent leadership. It seem's to me that the CCC is the new place for clapped out media hacks to go out to pasture. Dissolve the CCC and put some people in who actually know what they are doing I would be more than happy to see Sir Kerry as Mayor of Christchurch.

As i see it,the only reason why ECan was replaced is because the government wanted to ensure the farmers were not being too disadvantaged.We once enjoyed, what should have been an endless supply of some of the worlds best drinking water, now,so much of it is poured onto farmland, causing leeching and contaminating town supplies.

On the mark here Kerry. I said that just this week in a comments column on here. The mayor should never have gotten back in. He is the main root problem.

Well done Sir Kerry, it needed to be said. How dare the Government dictatorially replace an elected council, if they and we were unhappy, the best and only thing to have done was to call a new election. That is what is needed now with the City Council.
