Press complains over council suppression
The Press has complained to the Ombudsman 's Office over the Christchurch City Council's refusal to release internal documents showing how it developed its new procurement policy.
The policy is seen as an important step in making the council and its tendering processes more transparent.
A letter from the council's legal services unit said no internal staff emails, minutes, reports and briefing notes on the policy's development existed between its introduction to council by Cr Glenn Livingstone in July last year and May 22 this year.
That date, not July 2011, was when the legal unit said the policy was actually first introduced to council, despite councillors and council minutes saying otherwise.
The legal unit said it had suppressed the release of staff emails on the matter since May 22 to ''maintain the effective control of public affairs''.
