Clean water is being trucked into Little River, Duvauchelle, Takamatua and Birdlings Flat, the Christchurch City Council says.

All reservioirs across Banks Peninsula were being monitored and residents were advised to conserve water.

Isolated issues with wastewater systems across the district are expected, possibly causing issues we toilet flushing.

The council has asked residents to avoid unnecessary flushing.

Normal Wednesday rubbish and recycling collections are still happening, but are unlikely to be completed in many low-lying areas. Contractors will be in affected areas over the next few days to clean up spilled and unemptied bins.

Ten residents have made use of the welfare centre set up at Mairehau High School. The centre will remain open through the day as required, and a review of its need would be undertaken this afternoon.

A similar centre has been established at Woolston Primary School.

A number of people have evacuated to the hall in Little River. The town has been without power since yesterday afternoon and a generator and welfare provisions were not on site.

Teams from the Canterbury Earthquake Recovery Authority have offered to help people in the residential red zone who need to evacuate.

The council advises that flood-waters on roads and parks may be contaminated, so people are advised to avoid the water where possible or make sure they wash their hands and remove and wash any clothing that gets wet.

Christchurch Airport is open and all flights are arriving and departing as normal. Passengers are advised to keep up-to-date by checking the airport's website and with their airlines.

The NZ Transport Agency (NZTA) has issued strong wind warnings for the following State Highways:

- SH 74 to Lyttelton Tunnel

- SH 1 Clarence to Kaikoura

- SH 75 Tai Tapu to Akaroa-SH 1 Dunedin to Balclutha

- SH73 Arthurs Pass

NZTA advised motorists to take extra care - especially those on motorcycles or driving caravans and other high-sided vehicles.

Environment Canterbury is asking passengers to be patient and plan their trips carefully.
