Waimate Sport and Leisure Trust chairman Craig Robertson says there is no vision for the town's future.
His comments come in the wake of a council decision to drop a new community centre from the long- term plan.
Mr Robertson said the committee had worked tirelessly for six years to get a new community centre for Waimate.
Ultimately, that work had accounted for little, he said.
"We're not impressed with the decision; what they've [council] done is gone completely away from everything.
"By the sounds of it they've effectively cut it off at the knees; they are not thinking of the future of the town."
Mr Robertson said the existing 41-year-old stadium was dilapidated and effectively had nine years of life left. "Once that building is in a state of disrepair, it will be an even greater cost than now to upgrade the existing facility."
He said the $80,000 figure would not even pay for maintenance on the existing facility.
