A 21-year-old Timaru man driving a Nissan Skyline reached speeds of 207kmh on a small stretch on Seadown Rd.
Senior Constable Alister Doonan said the driver's licence had been suspended for 28 days and he would appear in court later this month.
The incident happened about 3.15pm on Saturday.
"I've been in this job for more than 30 years and it's certainly the fastest I've caught someone doing," Mr Doonan said.
"He wasn't weaving over to the wrong side of the road. He was just going straight but those speeds could be dangerous."
Mr Doonan said there were two passengers in the car, also in their 20s.
"The driver seemed pretty contrite when I spoke to him afterwards," he said.
"He told me he didn't know he was going that fast."
Mr Doonan said he had received complaints about people driving too fast along Seadown Rd in the past, but there had been fewer instances recently.
"It seems like a popular place for people to speed. This incident speaks for itself," he said.
