City council parking bosses intent on ridding Garden Place's underground car park of commuters who hog spaces all day are recommending hiking rates for longer stays to keep spaces open for shoppers. 

Council will today look at a recommendation which would lift fees for stays longer than four hours from $10 to $15, but make the first hour free.

Early bird rates would be scrapped.
