The Local Government Commission will hear two appeals to Waikato District Council's representation arrangements proposal.
The hearing will be held at the council's Ngaruawahia chambers on Thursday.
The council proposes to reduce the number of councillors from 14 to 13 and the number of wards from 11 to 10.
The commission has until April 11 to decide on the appeals.
