I feel we are partly responsible for the so-called vagrants in town.
Many years ago we had an old hotel in southern Victoria St, opposite the cathedral, where solo men could book a room for $90 a week. No food was provided but they had access to a basic lounge and kitchen and could cook there. There was also the Anchorage where men had a room or dormitory and a lounge and kitchen. They took pride in their vegetable gardens and at times decorated the lounge etc. In these places they had company and a home. Now, I believe the night shelter requires the men to be out by 8am and cannot get back in until 6pm. So where else can they go except Garden Place and the library, or the river bank
