China said that its promise to cut carbon intensity up to 45 percent by 2020 is a "binding goal", and that it will use strengthened policies including taxation and financial measures to reach the target.
The country would face "enormous pressures and special hardship" to reach the goal, the official Xinhua agency quoted the standing committee of the State Council, China's cabinet, as saying.
China also reiterated a goal to supply 15 percent of primary fuel consumption with non-fossil fuels by 2020.
